Si animi commotionem seu affectum a causæ externæ cogitatione amoveamus et aliis jungamus cogitationibus, tum amor seu odium erga causam externam ut et animi fluctuationes quæ ex his affectibus oriuntur, destruentur.

If we remove a disturbance of the spirit, or emotion, from the thought of an external cause, and unite it to other thoughts, then will the love or hatred towards that external cause, and also the vacillations of spirit which arise from these emotions, be destroyed.

Modern English

If we detach a disturbance of the mind, that is, an affect, from the thought of an external cause and join it to other thoughts, then the love or hatred toward that external cause, along with the vacillations of mind arising from these affects, will be destroyed.
