Res quæ ad aliquid operandum determinata est, a Deo necessario sic fuit determinata et quæ a Deo non est determinata, non potest se ipsam ad operandum determinare.

A thing which is conditioned to act in a particular manner, has necessarily been thus conditioned by God; and that which has not been conditioned by God cannot condition itself to act.

Modern English

A thing that is determined to act in some particular way has necessarily been so determined by God; and a thing that is not determined by God cannot determine itself to act.
